Police should be given clear rules about when they can use water cannon and plastic bullets against rioters, a watchdog has said.

But officers could lawfully have shot arsonists in some cases during the summer rioting in England, the Inspectorate of Constabulary said.

Water cannon and plastic bullets could have been used in a "number of real scenarios", its report suggested.

MPs have said such tactics would have been "indiscriminate and dangerous".

Legal advice in the inspectorate's review of the August riots indicates that firearms can "potentially" be deployed where arson poses a threat to life, or of serious injury.

This could be justified given the "immediacy of the risk and the gravity of the consequences", said the report, which calls for a new framework for policing public disorder.

in my nine years, in all nine of them, of gun/badge work, use of a firearm/
deadly force IS AUTHORIZED for the prevention of arson. (in the US civilian--
miliatry law enforcement).

Ive never even seen a real gun let alone held one. maybe once on a royal engineers open day. It's new for us. but this little gem is the reason uk police didn't talk to the crowd outside tottenham police station and the reason they stood down when the rioting started . imo

This was a eye opener for me NB. It kind of pointed out to me how we can end up with different ideas not because one idea is better than another but because of our own life experiences.

I have handled guns and shot them since I was 6 years old so my view on gun control will most likely be worlds different than yours. Not saying that it is wrong to never own a gun just that I cannot imagine living without a gun. And I suppose that much could be said about political views as well.

for sure. if you'd asked me about gun control a few years back i would have said get rid of em. purely because of seeing the events of dunblane unfold but my view has changed on that. now i say hang on to them by the skin of your teeth because someday you might have to use them to defend yourselves from tyranny. me , i wasnt even allowed an air rifle as a kid. the ol man wouldn't let me have one because when he was young he shot some other kid with a gat gun in an argument over a coat and got himself in a shed load of trouble. lol. no the closest i ever got to projectile weapons was a black widow catapult that i used to bury in the back field on the way home. :)
